Shaheen Foundation
Shaheen Foundation (شاہین فاؤنڈیشن) is a welfare foundation of the Pakistan Air Force. Shaheen Foundation works in different sectors ranging from education to aviation.[1]
Alhamra Housing Scheme Scam
Shaheen Foundation, which was created for the welfare of PAF employees, announced the al-Hamra scheme in 2005 for Air Force employees at Latrar Road, Zone 5 Islamabad.[2] The scheme was well-received among air force employees. Many people applied to the scheme by trusting Shaheen Foundation, including officers as well as lower-ranking airmen and civilians. People paid regularly to shaheen foundation by taking loans from their savings and loved ones. In 2009, a grand event was held on the ground in which plot numbers were allotted by ballot, but no development work was done on the ground. For six years, the Shaheen Foundation continued to give false information to the allottees and kept on gathering the money. In 2015 (after more than 10 years of its start and after collecting billions of rupees), the allottees were informed by Shaheen Foundation that they are robbed of their dreams and money. The contractor is not able to deliver. As per NAB website, amount more than Rs 1,258,000,000 (though it can be more) is misappropriated.[3] https://nab.gov.pk/press/new.asp?1389
The payment for the affecttees was settled in installments, and it was also decided that fifty per cent extra would be paid to each affectee. Some money has been paid to the victims in 2016, but rest is awaited. It is pity that the scheme is still being advertised on the internet.[4]
Shaheen Foundation is not giving any refund schedule to the victims even in 2022. Affectee are robbed of their hard earned money by Shaheen Foundation that supposed to help them.
- It is not known what role the Shaheen Foundation, which continued to receive money from the victims, played in the fraud? Were people from Shaheen Foundation involved in monetary fraud or it was shear incompetence.
- No inquiry is done into the fraud of such a large amount of money in shaheen Foundation, or informed to afectteees.
- The people responsible at Shaheen foundation never got punished for the agony they caused to their own people.
- No apology furnished to victims.
- No schedule about return of money is communicated even after 6 years of fraud and 17 years after the launch of scheme (start 2005).
