Early life
He joined Lyallpur Khalsa College,[4] Jalandhar, where he began his academic and literary careers. While editing the college magazine, The Beas, he also published his first book of poems Ecstasy in 1978, and wrote regularly for youth magazines, besides conducting programs at the local radio station. For some time he worked as a journalist for the The Economic Times, before cracking the Indian Civil Services Exam at age twenty-three. This was followed by a bureaucratic career here in India and abroad. From 2017 he has been the honorary curator of The Valley of Words and now he runs it. 2021's Valley of Word's literary festival will be held in 5 cities in India over a period of time. He is currently writing books on an Indian leader and one on Indian cartography. Chopra in recent times has contributed articles to The Print where he, unlike many retired bureaucrats, shows a penchant for disturbing the status quo.
Career
Writing and Literary Festivals
The Valley of Words International Literary Festival, a unique literary festival held annually in Dehradun, was conceptualized under Chopra's leadership. Discussing the theme of the festival, he said:
Our endeavor has been to encourage all forms of creative expressions — from poetry to puppets, photography to philately, dance, theatre, music. In fact, the word is not just a word. It symbolizes the evolution of humankind. In many ways, the word is subliminal and a city which does not give a central place to the arts cannot be lively, vibrant, aesthetic and inviting.[5]
