These decisions scrutinised by the Overview and Scrutiny Committee, which has a cross-party composition.[3]
The city is divided into districts, which are in turn divided into wards.

The election resulted in 30 Labour Party councillors, 9 Conservative Party councillors and 9 Liberal Democrats councillors. The May 2020 elections were deferred until May 2021 due to the COVID-19 pandemic.
