The game will take place after the ending of Payday 2 where the heisters went separate ways and left their lives of crime, but something is to re-motivate the Payday Gang to continue crime.[1] Overkill have confirmed the original crew of characters originating from Payday: The Heist ("Dallas", "Chains", "Wolf", and "Hoxton", or colloquially, the "core four") will be in Payday 3 and the game will take place mainly in New York.[2][3][1] For the first mission, Overkill has confirmed a location called the "Gold & Sharke Incorporated" bank.[3] The first games are set in the 2010s, but Payday 3 will take place in the 2020s, which Overkill have said would add more depth to the Payday Gang's crimes with game-changing differences like more advanced surveillance or the rise of cryptocurrency.[3][1] Majority of the news of Overkill's plans for Payday 3 came in 2021, where the 10th anniversary of the Payday franchise was celebrated.

Overkill Software is a studio of Starbreeze after $30 million acquiration of Overkill and the Payday intellectual property,[4] but both have struggled with financial troubles with the making of Payday 3,[5] but the project was back in development after Starbreeze signed a €50 million ($60 million) deal in 2021 to co-publish the game with Koch Media.[2][4] Payday 3 will be developed using Unreal Engine 5.[3] The game is planned to release in 2023.[4]
