A specialist in intelligent control of complex systems, his works are accompanied by activities in the innovation ecosystem around the promotion of research and transfer of technology to industry, SMEs, and start-ups, and divulgation of science.

He is known for his reflections, initiatives, and applications focused on the smart, sustainable, and sensitive city and he is at the origin of the 15 minute city concept. Moreno has indicated[1] that he drew his professional inspiration about "smart cities" from the American-Canadian urban planning critic and theorist Jane Jacobs, author of the (1961) classic The Death and Life of Great American Cities.[2] He is a contributor to media broadcasts[3] and events[4] that support the dissemination of this theme.

He was awarded the rank of Chevalier of the Order of the Legion of Honour in Paris in 2010[5][6] and the 2019 Foresight Medal by the French Academy of Architecture.[7]

In 2020, Moreno was a prominent factor in a proposal by the mayor of Paris, Anne Hidalgo, for a "living smart city" initiative,[2] a concept that he advocates. Her plan, called the "Ville du quart d'heure" – the 15-minute city, was introduced as she campaigned for re-election

The global network of cities for climate, the C40 Cities Climate Leadership Group has adopted,[8][9] in May 2020 the 15 minute city concept in response to the climate crisis and the urban effects of the COVID-19 crisis.

On 10 October 2020 Carlos Moreno is the French personality participating with 39 others in the launch of the global climate initiative "Countdown".[10] Together with Antonio Guterres, Pope Francis, former US Vice President Al Gore, EU President Ursula Von der Leyen, Prince William, actress and activist Jane Fonda, an appeal[11] was launched to intensify the fight for climate change. The concept of the 15 Minute city was one of the initiatives[12] proposed for cities.

In June 2021, Carlos Moreno was appointed co-chair of the French scientific and technical network on architectures in extreme environments, RST ARCHES [archive].

On 4 October 2021, World Habitat Day,[13] the Danish Henrik Frode OBEL Foundation[14] announced the OBEL Award[15] for his contribution to a better quality of life with the 15 Minute City.

It was presented to him on 21 October 2021[16] in Paris at the Hôtel de Ville in the presence of the Mayor of Paris Anne Hidalgo.

On 18 November 2021 at the Smart City Expo World Congress[17] in Barcelona, the "Leadership" prize was awarded[18] to him ex aequo with the Italian architect Benedetta Tagliabue.

The City Diplomacy Lab of Columbia University appointed Carlos Moreno as a member of its scientific board [19] in January 2022.This international initiative created within the Columbia Global Centers federates scientific efforts concerning the role and practice of cities around diplomatic actions and transversal cooperation.

In March 2022 Carlos Moreno became an ambassador for the French Pavilion[20] of the world's largest ecological, economic and cultural gathering Floriade, which will take place in the Netherlands from 14 April to 9 October 2022 under the theme[21] "Growing Green Cities".
