O'Toole grew up in Brisbane.[1] After graduating at the Western Australian Academy of Performing Arts near Perth,[2] his film career began in 2011 on theatre stage and with the web series Sintillate Studios, which was discontinued after its first season. Following this he relocated to Sydney and acted on bigger stageplays[3] as well as in several short films. In 2014, he played in an internationally released film for the first time as Henry Connor in The Water Diviner[3] alongside Russell Crowe. This was followed by his role as Pete in the first three seasons of the TV series Love Child (2014-2016), and as Corporal Tom in the award-winning Hacksaw Ridge (2016), directed by Mel Gibson.

O'Toole moved to Los Angeles in early 2016,[4] where he starred in commercially successful [5][6] Hollywood films that increased his international fame.[7][8] He took on his first leading role in the romantic comedy Everybody loves Somebody (2017), which was received very positively by the critics[9][10] and ran quite successfully in cinemas of its origin country Mexico.[11] In 2018, he performed as main actor in the movie Nekrotronic, which was nominated for Best Makeup at the 9th AACTA Awards, but otherwise was rather poorly received both by audience and critics.[12][13]

Since the beginning of the covid-19 pandemic, he has increasingly appeared in Australian productions again. In addition to performances in numerous television series, he had the lead role in the horror comedy Bloody Hell, where he double featured both as the protagonist and as his alter ego [14]
